Toast oats in a nonstick skillet over medium heat until golden-brown. Pulse oats several times in a food processor.
Place butter and sugars in a large bowl and beat until smooth and creamy. Add eggs, banana, milk, and vanilla and beat until smooth.
In a medium bowl, combine flour, baking powder, baking soda, cinnamon, and salt.
Add flour mixture to butter mixture along with chocolate and fold until just combined.
Combine oats, flour, brown sugar, and melted butter in a small bowl until crumbly.
Fill muffin cups to brim with batter and sprinkle streusel and additional chocolate chunks on top.
Bake muffins at 425F 5 minutes, then reduce heat to 375F and continue baking 10-15 minutes until muffins are golden brown. Enjoy!
