In a large bowl, combine flour, sugar, baking soda, and salt. Use your fingers or a pastry cutter to work butter into flour until crumbly.
Mix buttermilk, egg, and raisins into dry ingredients until dough is just combined.
Turn dough onto a lightly floured surface and form into a 7-inch round. Place loaf in a greased cast iron skillet and use a sharp knife to cut an X in top.
Bake bread at 400F 30-35 minutes until bread is a deep golden brown. Remove bread from oven and brush with melted butter.
In a small bowl, combine cream cheese, honey, and orange zest until smooth and creamy.
