Preheat oven to 350F. Lightly grease and dust a fluted tube pan with cocoa powder. Set aside.
In a large bowl, combine flour, sugar, cocoa, baking soda, and salt. In a separate bowl, whisk eggs, oil, water, vinegar, and vanilla.
Sift flour mixture over liquid and gently fold until batter is smooth and lump-free. (batter will be slightly thin) Pour batter into prepared pan.
Bake cake at 350F 40-45 minutes or until a skewer inserted in middle comes out with a few moist crumbs sticking to it. Cool cake completely in pan. Once cake is cooled, run a knife around the edges and invert onto a serving plate.
Prepare the glaze: In a double-boiler, melt chocolate chips until they just start to lose their shape. Remove from heat and slowly whisk in warmed whipping cream. Continue whisking until glaze is completely smooth. Pour warm glaze over cooled cake and serve.
