In a medium bowl, whisk jalapeno, garlic, cilantro, lime juice, soy sauce, 2 tablespoons olive oil, and salt and pepper to taste until smooth. Submerge steak in marinade, turning several times until coated. Press a bowl or plate down on steak to ensure it stays submerged in marinade and let marinade in fridge 30 minutes, then remove from fridge to let come to room temperature for an additional 30 minutes.
