Preheat oven to 450F and line a large sheet pan with tin foil. Spray tin foil well with nonstick spray.
Pat chicken wings dry with paper towels and place in a large bowl. Add baking powder, salt, pepper, paprika, and garlic powder and toss until wings are evenly coated.
Arrange chicken wings on prepared pan and lightly spray with nonstick spray. Bake chicken wings at 450F 20 minutes then flip wings to opposite side. Continue baking wings an additional 25-30 minutes until a deep golden brown and crispy. Set aside for a moment.
In a small saucepan over medium-high heat, melt butter then whisk in honey, orange juice, zest, hot sauce, and red pepper flakes and bring to a low simmer. Remove hot honey from heat and season with salt to taste. Keep warm until ready to use (if hot honey solidifies, bring to a gentle simmer over medium heat or microwave 15 seconds to return to liquid form).
Place hot chicken wings in a large bowl and pour hot honey over top. Toss to evenly coat in sauce. Place chicken wings on a serving plate, garnish with green onions, and serve immediately. Enjoy!
