Heat a medium nonstick pan over medium heat. Add 1 tablespoon butter and swirl to evenly coat pan. Pour eggs into pan and use a flexible spatula to gently fold eggs several times until eggs are set. Remove eggs from heat and fold in chives, garlic powder, and salt and pepper to taste.
Place bread slices on a cutting board and butter each slice with remaining butter. Place bread butter-side down on cutting board.
Layer shredded mozzarella, cheese, and scrambled eggs on other half of bread slices. Top with opposite slices to form a sandwich.
Working in batches, cook grilled cheese in a large nonstick skillet over medium heat 3-4 minutes per side until grilled cheese is golden brown and cheese is melted. Repeat cooking with remaining grilled cheese.
Serve grilled cheese immediately warm and enjoy!
