In a large bowl, combine ground chicken, green onions, carrot, garlic, rice vinegar, oyster sauce, ginger, chili flakes, and salt until combined.
Fill a small bowl with water. Place wonton wrappers on a work surface and place a rounded teaspoon of meat filling in the center of each wrapper. Use your fingers to rub the edges of each wrapper with water, then fold in half to create a triangle. Fold the point of the triangle in, then take the edges of the triangle and fold them in around the tip, pinching to seal (refer to step-by-step pictures in blog post).
Bring a medium pot of lightly-salted water to a boil. Working in batches, add chicken wontons and cook 3-4 minutes until wontons are floating on top and chicken filling registers 165F. Repeat cooking with remaining wontons.
Place warm chicken wontons in a large serving bowl and drizzle with chili lime sauce. Garnish with green onions and sesame seeds and serve warm. Enjoy!
