Preheat oven to 375F. Line a 8x8 square baking pan with foil and lightly grease. Set aside.
Make the bars: In a large bowl, combine all bar ingredients until crumbly. Set aside 1/3 of crumb mixture and gently pat remaining crumbs in the bottom of prepared pan.
Make the filling: In a small bowl, combine all filling ingredients and then spread over crust. Sprinkle reserved crumbs on top.
Bake bars at 375F 20-25 minutes or until topping is golden and filling is bubbly. Remove from oven and cool completely. Once bars are cooled, use the foil to remove bars from pan and set aside.
Make the glaze: In a small saucepan, melt butter over medium-high heat. Let butter cook, stirring occasionally until butter turns a deep golden brown. Remove from heat and transfer to a small bowl. Whisk in sugar, vanilla, and just enough cream to make a drizzling consistency.
Drizzle bars with glaze and let stand 5 minutes to set. Cut into squares and serve bars. Enjoy!
